Within workflow step types there is an option to send an employee a link to a report via a workflow. In the drop down list for Type it is called Send link to Report.

This step type will send an email out to the specified recipient and from this email, the employee can click on the link provided and view the report.

Please note, for the recipient to be able to view the report, they must already have permission to view the report.  

In my example below, I have setup a workflow step to send out my employee test report to one of the managers in my business. 

I can verify that this manager already has the necessary permission to view this report as I have given his user group the necessary permissions to this reports data source via Administration -> Company -> Report Builder Permissions and I have previously shared the report with them via report builder.
